BREAKING OVERNIGHT -- ACROSS THE AISLE: Democratic Rep. Chris Van Hollen and Republican Rep. Mike Castle announced Monday that they had reached a "bipartisan agreement" to counteract the Citizens United decision on corporate spending in elections. In a joint effort by the head of the House Democrats' campaign committee and one of the GOP's most highly touted Senate candidates, the two lawmakers said in a statement that their forthcoming proposal will "promote openness in government and compel disclosure of the money that is being used to finance elections. We believe the American people have the right to know who is spending money to influence our democracy. Furthermore, it will close loopholes to prevent foreign influence, as well as keep major beneficiaries of taxpayer money from financing political campaigns. " Van Hollen and Castle plan to introduce legislation this week and work to win over co-sponsors in both parties. Van Hollen has been courting Republican support for weeks, according to a source, and believes it's "very important" that the bill be a bipartisan effort. -- Eric D.
